State Director

The State Director is the ultimate approving authority for the encampment curriculum, and certifies to
National Headquarters that the activity has fulfilled the requirements of CAPR 52-16 to his satisfaction.


Once appointed by the Wing Commander, the Encampment Commander effectively reports to the
State Director with regards to the appropriateness of the activities, etc.


In addition, assuming the encampment is on a military installation, the State Director acts as liaison
between the Encampment Commander and the facility liaisons and contact personnel until such time
as he is comfortable in handing off the day-to-day operations to the Encampment Commander's staff.


ILWG Spring Encampment takes place on the same base as the ILWG State Director's offices,
and Group 22 HQ. This allows the encampment staff to work very closely with the State Director to insure the
activity's goals are achieved, while maintaining the relationship with the Navy at the highest level possible.


The State Director will generally assign "CAP-RAPS" to observe and assist during the activity, and may chose
to participate himself (usually as an instructor).


Upon completion of the activity, the Encampment Commander submits a CAPF 20 to the State Director, who
in turn submits that form to NHQ.  Approval and submission of the CAPF 20 are what generates the credit in
eServices for the participants (cadet and senior).
